Cambodia Sends a Letter to ASEAN’s Chairman for Help

  • CAMBODIA, PHNOM PENH, AUGUST 14, 2010-Cambodian Foreign Minister Hor Nam Hong on Saturday sent a letter to Vietnam as ASEAN Chairman for help in dealing border issues with Thailand. Cambodia needs your (Chairman) for help or acts the coordinator for this issue (border issues) under common ASEAN framework or under your own ability or related ASEAN countries in conformity with ASEAN Charter because Cambodia and Thailand are members of ASEAN,” Hor said in his letter.
    Cambodia is hopeless for bilateral talks with Thai side over border issues. Cambodia avoids armed clashes with large scale between the two countries because Thai PM, recently,  has threatened to use military forces to evict Khmer people who live there for years, and Khmer troops stationing there, and take 4.6 square Km of Cambodia’s sovereignty through using secret map that drew un-bilaterally and it did not recognize as international law. Cambodia stands on spirit of ASEAN’s solidarity,” Hor insisted.

    Bilateral talks on border issues has been in deadlock because ruling Thai government has never asked the Thai National assembly to be approved the agreements of border deal in the past years, which JBC (Joint Border Committee) meeting for three times and GBC’s meeting for three times had agreed. No deal on that issue because Thailand has never implemented it,” Hor continued.
    Cambodia has kept maximum restraint for bilateral and peaceful deals but no result occurred, Hor said, adding that armed clashed happened for three times that led to kill Cambodian soldiers.
    Currently, Thai troops has still stationed in Cambodia’s sovereignty in Keo Sihakhakiri svarak pagoda, about 300 m from Khmer Preah Vihear temple, in dept of Cambodia’s territory, Hor said in his letter.
    He continued that Thailand has still demanded the land of 4.6 square km through own map. Cambodia –Thailand has border treaty in 1904 and based on that treaty. Cambodia won the case of 11th Preah Vihear temple at the international court of justice in 1962. That border treaty is an international law that both sides need to follow. Thailand fired on the temple and damaged the front stairs of the temple, and also destroyed the Cambodian market in front of the temple and office of Preah Vihear Conservation authority on April 3, 2009.
    Thailand sent troops to invade Cambodia’s territory at area of Keo Sikhakirir Svarak on July 15, 2008 after Cambodia successfully listed the temple as world heritage sites, Hor added.
